Scott Kirk of Precise Electric of Batesville is at work upgrading electrical service to a section of the shopping center, adjoining the Batesville JCPenney store in preparation for the opening of a Harbor Freight tool and equipment store later this year.

California-based Harbor Freight Tools will open a 12th Arkansas store around July 31 in a 15,000-square-foot section of the shopping center at 425 S. St. Louis St. that now houses JC Penny and is adjacent to Kroger.
